I work in hospital administration, not clinical care. Does my NOC actually fall under the healthcare category draws, or is that only for nurses/doctors?

It comes down to your specific NOC code, not your industry generally — the healthcare and social services category is defined by a list of specific occupation codes (clinical roles, and some specific support/admin NOCs), so a hospital job doesn't automatically qualify just because the employer is a hospital.
