Do the no-job-offer SINP streams still need a language test and ECA?

If I don't need a job offer, do I still have to do IELTS and get my degree assessed?

    Yes — "no job offer" doesn't mean "no requirements". The non-job-offer sub-categories still need an approved language test at the required CLB, usually an Educational Credential Assessment for foreign education, and proof of settlement funds, on top of being in an in-demand occupation. Check the current minimums on saskatchewan.ca since they can be updated.
