SINP Occupation In-Demand — can I really apply with no job offer?

I keep reading that Saskatchewan lets you apply without a job offer. Is that actually true, and what's the catch?

It's true for two sub-categories — the International Skilled Worker Occupation In-Demand and Express Entry sub-categories don't require a Saskatchewan job offer. The catch: your occupation has to be on SINP's in-demand list and you need to score high enough on the SINP points assessment (a 100-point grid) to be invited from the Expression of Interest pool. The invitation cutoff moves draw to draw, so don't treat any specific score you saw online as a fixed pass mark. See /guides/pr/pnp/saskatchewan.
